VEON Expands its Digital Finance Strategy with Mastercard

VEON is partnering with Mastercard to deliver AI-powered financial services and expand access across emerging markets in Eastern Europe and Asia

VEON has entered into a new strategic collaboration with Mastercard to expand its role beyond telecoms into a broader digital ecosystem that is increasingly anchored in financial services.

The Nasdaq-listed global digital operator serves hundreds of millions of customers across Ukraine, Kazakhstan, Pakistan and Uzbekistan.

The agreement brings together VEON’s local digital platforms, extensive customer reach and data capabilities with Mastercard’s global payments network and financial technology expertise. It aims to accelerate the rollout of inclusive and intelligent financial solutions tailored to markets where access to traditional banking remains limited.

Addressing structural gaps in financial access

Across VEON’s markets, structural barriers limit financial inclusion. 

Cash-heavy economies, fragmented infrastructure and limited credit histories mean that millions of consumers and small businesses remain underserved.

This partnership is working to tackle these challenges by using a combination of AI-driven analytics and secure payments infrastructure with AI-powered credit scoring, digital wallets, embedded finance and expanded merchant services, as well as remittances and loyalty programmes.

This comes at a time where there are now more than two billion registered mobile money accounts globally, according to the GSMA. 

By utilising mobile-first ecosystems, VEON and Mastercard hope to reduce friction in financial access while improving affordability and relevance for end users.

Connectivity that enables economic opportunity

For VEON, the collaboration is part of a natural evolution of its core business. 

The company has long operated as a connectivity provider, but is now reframing that role as a gateway to economic participation.

The initiative is expected to begin with pilot programmes in Ukraine and Kazakhstan, providing a controlled environment to test new financial products and services.

Successful models could then be scaled across VEON’s broader footprint, including Pakistan and Uzbekistan.

Beyond its existing markets, the collaboration also opens potential pathways for expansion via Mastercard’s global network, enabling the partners to explore opportunities in regions where VEON does not yet operate.
