PayPal will connect tens of millions of merchants to ChatGPT users through Agentic Commerce Protocol adoption

PayPal has formed a partnership with OpenAI that marks a shift in how conversational AI platforms handle commerce. The payment firm will adopt the Agentic Commerce Protocol to integrate its services into ChatGPT, connecting the AI assistant’s hundreds of millions of weekly users with PayPal’s merchant network.

The collaboration addresses the gap between product discovery in AI chatbots and actual purchase completion. Users who find products through ChatGPT conversations will be able to complete transactions using PayPal without leaving the platform. The integration combines PayPal’s payment infrastructure, which serves over 400 million users, with ChatGPT’s conversational interface.

PayPal’s Agentic Commerce Protocol integration brings Merchant Network to ChatGPT

The arrangement will connect PayPal’s merchant network to OpenAI’s platform. Tens of millions of businesses that use PayPal will have their products made available for purchase through ChatGPT, with merchant categories including apparel, fashion, beauty, home improvement and electronics sectors.

PayPal will operate an ACP server that provides access to its merchant network without requiring individual integrations for each business. The company will handle merchant routing, payment validation and orchestration processes in the background. This infrastructure will enable millions of products to become searchable and purchasable within ChatGPT.

OpenAI Instant Checkout gains PayPal payment options

ChatGPT users will be able to access PayPal’s wallet through the Instant Checkout feature. The integration will support multiple funding sources including bank accounts, PayPal balances and card payments. Users will also have access to PayPal’s buyer and seller protection programmes.

The payment platform will provide post-purchase services through the integration. These include order tracking and dispute resolution mechanisms. PayPal will manage the payment processing for card transactions through OpenAI Instant Checkout via its delegated payments API.

The technical implementation allows users to complete transactions within ChatGPT using their existing PayPal accounts. The checkout process is designed to reduce the number of steps between product discovery and purchase completion.

Merchants using PayPal can register for the programme through a dedicated sign-up process. The company has opened registration for both existing merchants and businesses considering PayPal’s services.

The integration represents a convergence of payment infrastructure and conversational AI platforms. ChatGPT processes user queries each week that number in the hundreds of millions, whilst PayPal’s payment network serves over 400 million users. The partnership connects these user bases through the Agentic Commerce Protocol framework.

PayPal has operated in the digital payments sector for more than 25 years

PayPal has operated in the digital payments sector for more than 25 years. The company provides payment services across approximately 200 markets. The OpenAI partnership adds a conversational commerce channel to PayPal’s existing payment infrastructure.

The merchant catalogue integration is scheduled for 2026. This will allow small businesses and larger retail brands to sell products directly through ChatGPT conversations. PayPal’s ACP server will provide the technical connection between its merchant network and OpenAI’s platform.

Alex Chriss, President and CEO of PayPal, says: “Hundreds of millions of people turn to ChatGPT each week for help with everyday tasks, including finding products they love, and over 400 million use PayPal to shop. By partnering with OpenAI and adopting the Agentic Commerce Protocol, PayPal will power payments and commerce experiences that help people go from chat to checkout in just a few taps for our joint customer bases.”
